The real Winrar is a file compression/decompression program. It's not a virus. That's not to say a virus could be named Winrar. IF it's the real program and you want to uninstall it use Revo Uninstaller

www.revouninstaller.com/

If it's malware use Malwarebytes

http://malwarebytes.org/

Download install and update the program, then do a full scan in Safe Mode.
