Can anyone direct me on how to remove WinPC Antivirus? I tried contacting Norton but they want to charge me $100 to remove it for me.

DO NOT GET NORTON TO RIP YOU OFF! Save 100 dollars and do what I've posted below than you can save that money since everyone could use that the way our economy is.
Two of the best antispywares are also the best at removing rogues. Download both Malwarebytes' Anti-Malware and Super Antispyware. First download MBAM though http://download.cnet.com/Malwarebytes-Anti-Malware/3000-8022_4-10804572.html?tag=contentBody;mostPopTwoColWrap and update, then run a full system scan (this might take a while as it is very thorough) and then follow prompts to remove it. Next download Super AntiSpyware http://download.cnet.com/SuperAntiSpyware-Free-Edition/3000-8022_4-10523889.html?tag=mncol and allow it to send a diagnostic report to its labs and prevent your IE homepage from being hijacked. Then update and run a full system scan with that and quarantine whatever is found when done. Your computer should be clean now.
To prevent future infections, make sure you have a running antivirus and firewall, along with at least 2 antispywares (like SAS and MBAM). Also use Firefox 3 with Adblock Plus, as many viruses are linked to ads on shady web pages. Also use Web of Trust (WOT) with FF3 which tells you the safety of links and sites you visit, and automatically pops up to warn you when you are visiting a dangerous site.
Also download CCleaner to clean temporary files and internet temporary files, and also get it to clean out your registry since viruses can hide there, just be sure to back it up when prompted.

Eww - Malware is tough. If you own an anti-virus program, boot your computer into safe mode, and run a complete scan. If you don't have an anti-virus program, I suggest AVG.

If the malware is deep in your operating system, it might not let you get to certain security and anti-virus related web pages, in which case you're most likely looking at formatting your computer.
If you still have no luck, take your computer to a Best Buy store, they have a tech department, and they charge $50 for a virus removal.
Good luck.

First thing that you should do to remove WinPC Antivirus
1.scan your computer with an Free antispyware scanner.
2.If this doesn't work scan in Safe Mode.
3. Remove detected files from your system.
Ideally you should run a Spyware removal program in Safe Mode.
