I REALLY need help with System Security.?

Question

Okay. I got this really annoying fake security program on my computer that won't let me open programs and always pops up. I am sure that if you can help me, you know what System Security is. I obviously tried deleting it but that didn't work. I looked at some people with the same problem but none of those answers helped.

This is what I tried doing. The website that seems to be the best is

...but there is a problem. I did the first thing it said and blocked all of the host sites. Now, the second thing where I have to block the processes didn't work because I can't start programs with System Security. I rebooted my computer with Safe Mode. The programs don't show up on Safe Mode. Neither do the files or the registry things.

So my next plan was to do it the easy way and download the system security removal tool at the bottom of those instructions. System Security didn't let me download it after I clicked "Run" the second time. So I tried rebooting again with Safe Mode Networking to download it but I have no connection in Safe Mode Networking. It just says "Access: Local Only" on the icon.

I want to know if there is a way to go on Safe Mode and make the program stop popping up so I can go on normal mode (where my internet works) and download the tool. I don't know what to do. I've been at it all day. Please help me. Thanks.
