Windows 7 Firewall fails to start. Exit code 13 (0xD)?

Question

My firewall is unable to start but gives this service exit code. The exit code means it failed to load a device driver. I don't understand why a firewall would need hardware drivers. This code must mean something else.
This is also in my event log:
The Windows Firewall service terminated with service-specific error The data is invalid..
Any help would be so so nice.
