Is there a way to password-protect a file from being opened, not just changed, by another user on my computer?
Using MS Office Word/Excel 2003, btw.

Yes, you can protect your file with the password.
Follow the below mentioned procedure -
1. Use the 'Save' or 'Save As' option
2. Press on the 'Tools' on the 'Save' or 'Save As' window,
3. Select 'General Option' option on the Tools drop down menu.
4. Here you will get an small window which will ask you for adding password while opening the file and/or modifying the file.

Start Microsoft Office Word 2003 and create a new document. On the File menu, point to Permission, and then click Do Not Distribute. In the Permission dialog box, select the Restrict permission to this check box.
In the Read and Change boxes, type the names or e-mail addresses of people you want to give permission to. If you want to give all users permission, click Give all users Read access to the right of the Read box, or click Give all users Change access to the right of the Change box.
Click OK, save your document, and distribute to the people with permission.

In the MS Suite of applications, you can go into the Tools menu and then choose the option to Protect Document and it will give you the option to set a password and what kind of permissions that someone without the password has so that only the one with the password for that document can modify it completely.

For both tasks I would suggest you log in with 'Safe Mode' this reduces the overall functionality of the PC whilst in this mode, however the speed at which your computer operates, is faster, and viruses and malware have very little effect. Through this you will be able to copy all your old files that you need, and if you want to keep your computer you would be able to remove it as well, if you are able to locate it. To start log in with Safe Mode at start up press and hold F8, then let go when it makes a noise, you will have a screen with choices for which mode you would like to start up your computer select 'Safe Mode' and then you'll be done.

Create different user accounts on your CPU. Each user can have his/her own wallpaper, screensaver, etc. and you can add a password to log in to your account. Go to START, My Computer, Control Panel, then User Accounts
