Okay, first of all what Operating system vendor (Apple, Microsoft, Etc) are you running? Second, why do you think he's really a hacker and not just some script kiddie?

Take your cable modem offline for about 24 hours so that you pull a new address. If he's still able to get to your machine when the modem comes back online, then he's likely got something on the machine reporting back to him.

If he has software on your machine, he's not going to have messed up your BIOS because, that's ridiculous and you would know for sure if he did something in there and he's not trying to damage your machine because that's how he's tracking you... Also, if he messed up your MBR (Master Boot Record) your computer wouldn't be booting. Oh and tape over any cameras attached to the computer or unplug them if possible!

Also, it is unlikely that it is just Skype if he has actually shut your machine down so, don't assume that.

Once you're sure there's software on your PC, then it is time to contact the authorities but, don't stop with the Police, head straight on over to the FBI site as they're better equipped to handle these intrusions.

https://www.fbi.gov/about-us/investigate/cyber/computer-intrusions

They might want to do forensics on the PC so, don't clean it or reload it, and most of all, don't let the guy know you've contacted the FBI because then he really might mess with the computer (I suggest going to the site from your phone or a work computer).

Anyway, after they do their thing, reload the OS, put anti-malware, and a firewall on the machine (Don't use Windows Firewall if you're running any OS older than Windows 8.

Oh and Absolutely setup all your accounts with 2-Factor Authentication (It will text message you a random computer generated code when you or someone else attempts to login to your account from another computer and they have a valid password and it will prevent them from getting into your accounts).

Okay #1. Most likely you got infected with some virus or malware. Any account or anything you do is being transmitted to the hacker. The Malware is his ticket to control.

#2 I would shutdown the machine and disconnect it from the internet, and maybe even unplug the modem and wifi.

#3 I would call the police if you wanted to call them **if you call the police you cannot do anything with the machine or any equipment. This might be the appropriate step if criminal activity happened in your accounts or machine. I urge you to call the police ASAP and file a report. Please do note the police may take possession of the your computer and equipment as evidence.

#4 Get your computer to a reputable repair shop ASAP!

#5 Verify that your accounts have not been tampered or altered.

- Make sure that your contact detail is correct in each account.

- Set new passwords.

- a good guideline for new passwords is 3 random words and a special character somewhere.

Example: yellow*footballrabbit https://howsecureismypassword.net/

- Some people suggest you do a factory reset. If the hacker has access to the machine, then he has access to the factory default image which is just another partition on the hard-drive on most laptops. I would trust nothing on that machine. It is best to get someone like Geek Squad to look at it.

- you should have your ISP check your home network.

My guessnl as to what is happening is that you or someone you know installed.some.type.of.program with a Trojan horse in it; you would need.to kill every program.that has an open socket that this guy could access. My advice would be.to securely format your hard drive, erasing the master boot record. After that reinstall windows install an intnet security suite like commondo, and change all your password, plus enable multifactorial authentication. I hate to be.the one to tell you this, but if you do.report this to the police, they will more than likely not do much beyond take a report - and that is is you live in a allarge city that has a.sector for cyber crime. You.should also.let your ISP know, so they can instruct you on how to change your.external IP adress

Add him and let him tell you what he wants before calling "911". If he requests money or transfer anything from Skype for you to download DON'T do it. If he just adds you on social media and shuts down your internet, then that's nothing. It's not a "hack", but to make sure do a virus scan. Also if you can, unplug your router/modem overnight (when you go to sleep) and plug it in when you wake up and want to use the internet. Try all these before calling 911. If you don't have a virus on your computer and he just shuts down your internet then don't call 911, contact your ISP and tell them someone has been "DDOSING" you. They will probably help you.

1) Disconnect you're computer from the Internet cleanup and reinstall the OS and secure it or hire someone good to do it for you if you don't know how and use a good firewall and antivirus program.

2) After the PC is cleaned up and secured go to you're social media sites and e-mail sites that you use and reset all you're passwords with secure ones make sure their mixed case and extra strong you should also contact you're bank and change you're access code also passwords for anything else you do online like like shopping on sites like Amazon (people leave their credit card numbers on the site for convenience)

Good move for making sure the attacker can't gain control of you're online accounts if he's a persistent one use 2 factor authentication (whenever possible some sites don't offer it) so even if he gets the passwords for you're accounts he won't be able to get in.

Don't access any accounts you don't want him to have any access to. That includes wifi and other computers.

File a report with the police.

follow there instructions

Remove all internet connections from your computer.

Ask a friend if you can use their computer to install antivirus software on a disc

Run it on your computer.

If it doesn't do anything take the computer to a professional service to wipe out viruses and what not

Call your ISP and ask for help.

The FIRST thing you need to do is call 911

then after that is taken care of you need to download TRUSTABLE software that will clean up a virus. BE CAREFUL some of them are scams, you don't want any more hackers!! You have enough!!

If I were you, after I call 911 I would factory reset my computer.

I would contact the police and file a report. Provide them with all the evidence you have collected. Next you need to scan your computer for virus and malware infection. Make sure that your antivirus is up-to-date before starting a full scan. I would also download, install, and run MalwareBytes. If you want to be really through you can create a bootable antivirus rescue disc that lets you scan your computer for viruses without having Windows running so nothing can hide from it - http://pcsupport.about.com/od/system-security/tp/free-bootable-antivirus-software.htm

Next it is time to lock down all your accounts. Use a password manager like KeePass or LastPass to create and store strong unique passwords for the sites you visit. If you have security questions you need to make up bogus answers for them, instead of things that can be found easily. These programs can also save notes like your secret questions and answers to the password entries. LastPass can automatically log you in to any web site you have stored in its database.

You also want to secure your wireless router by changing its username and password. Also change your SSID name and network key password.

Don't panic. There is nothing to worry about.

AT ALL COSTS: DO NOT SIGN INTO ANY ACCOUNTS WHILE YOUR UNDER ATTACK, HE MIGHT HAVE A KEYLOG. Here are a few steps to get out of this.

1. Contact the police

2. Shutdown your computer and any devices hacked by him.

3. Hate to say it, delete your skype, he can access your IP which is what he is doing to take down your internet.

4. Contact your Internet Service Provider, ask for a IP change.

OPTIONAL: Please state his Skype username.

Google "Malwarebytes", click on the first website and download their free version. Install Malwarebytes, open the program and hit "Update Now". Do not run the scan yet. Reboot your computer, and when it starts rebooting, start tapping F8. When the menu comes up, select to start in "Safe Mode". When your computer boots up in Safe Mode, open Malwarebytes and hit "Scan Now". This should remove the trojan the hacker used to remotely gain access to your computer.

If you have malwarebytes on your computer turn off all access to ne net. Then run a malwarebyte scan. You should also scan your PC for viral infection.

check and see what settings you have for remote users to be able to get onto your computer. and think real hard of whether anyone has used your computer with or without your permission who could have set it up so it is able to accept a remote user

Save the screenshots and contact the police immediately - that is criminal stalking and harassment, plus the threats and computer misuse are more criminal offences..

Get them shut down/locked up before things get out of hand.

Check incoming connections, check task manager for unknown processes, check the startup folder for a program that was recently added, if all fails just backup and factory reset

i've had this issue as well before. it comes down to MS being lazy and leaking your IP whenever u use skype. so stop using it, reboot your modem or call up your isp, and if u still need to use skype then make an entirely new account and share the usename only with your trusted friends.
