I think Dave's answer is wrong when he recommends a service to clean your computer. Here is why you should not do this: http://www.howtogeek.com/162683/pc-cleaning-apps-are-a-scam-heres-why-and-how-to-speed-up-your-pc/

Malwarebytes is excellent advice. Also, are you using popup protection already in your browser. IE seems to have the worst popup protection. I use Firefox and both AdBlock Plus (subscribing to all the available English language filters) and uBlock. The default installation of AdBlock Plus allows "non-intrusive" ads. You should change this.

Grab a free copy of malwarebytes at http://www.malwarebytes.org. Install and run the scan. Clean off anything it finds.

If that doesn't completely solve the issue, you should now be able to do a system restore to a point prior to the problem (unless you've let it sit for a long time and that restore point is no longer available).

If you still can't get it, I recommend using a service to clean your PC, like http://www.cleanourcomputer.com they will remotely access your PC while you watch and clean it up!
