I've tried the normal way using control panel as well as going to the registry editor-->local users/group users and adding it as a DWORD value. But either way, it keeps saying 'Permission Denied' or similar phrases.
What is the problem? And how can I delete it?

Windows XP has specific limitations on accounts.
You are required to maintain two administrative accounts for one thing.
Right click on My Computer, select Manage.
Go to Event Viewer, select Security.
What error does that show for the account deletion?
Do the same for the System log.

Make sure you are logged in as an administrator. Also try restarting and deleting it. (sometimes, if the account was used, you can't delete it without a reboot.) if all else fails, delete it in safe mode(as an administrator)

You're not an Administrative Account, perhaps?

once you go into the consumer account it first ask you for the password on the old account in the previous you may exchange it. you would be able to desire to comprehend the present account password as a manner to alter the consumer account. sturdy success.
