what if I log into a site on the same computer and IP address but in different computer user accounts? would the site recognize that the two visits to their were from the same person?

Not necessarily. There is more data sent that just ip address. If you use a different user account on your computer then your webbrowser will have different cookies set for that site. There is also browser information sent in your http request headers like user agent, which will vary across different browsers and computers.
For all practical purposes though the same ip is the same person. Variations in the user agent string might indicate a different computer in the same house or something but I think it's mostly regarded as trivial information. Most sites deal with it as one IP address = one person.
You can visit sites like these to see what kind of information you are sending to every website you visit and see which parts change when you use a different account or computer etc.

Of course. That's how I permanently ban spambots on AppleInsider, for example.
We look at the IP addresses, and if multiple accounts were created on the same IP, all the accounts get banned.
Of course we can see where you came from.

The site will recognize you if you are using same IP address and other information;s.
