I have in the thousands of files, mostly pdf, video, etc.. I want to store them on a removable/external drive, be able to read them on/from that drive, but I do not want it to be possible to be able to remove or copy the files (unless they are decrypted). Any new files added to the drive should be able to be removed. It must be possible to read the files without knowing the decryption key.

with Folder Lock you can encrypt what ever data you want on your external drive, you can also copy that data in your usb and secure it with Folder Lock and no one would be able to sneak in to your usb. you can also add more data to you usb and Folder Lock will protect it also, I am also using this application and downloaded it from here,

According to your requirements, I think you need a copy protection solution for your external drive.

I recommend you to try USB Copy Protection software, which is specially designed to copy protect files on external drive. This software allows users to encrypt files on drive and then prohibit copy, delete or paste, etc rights so that users can only read but can't modify or copy the files on external drive.

PKI encryption will allow you to encrypt them with his key and not yours.
