C:\WINDOWS\system32\rundll32.exe Issue keeping me from loading, downloading... Help?

The question was asked, but is 2 years old. The answer was to download a file that would solve things. That would be easily done if WinZip weren't being an ***. My time with it has expired and I can't use it to unzip the file anymore. AGH... I need an alternative, but I can't get past the fact that I can't download anything I don't have already. Tried getting WINRAR, but "C:\WINDOWS\system32\rundll32.exe application not found." So WinZip fails me RIGHT when I need it most.

By the way, System Restore is crap for me. Doesn't work. And of course I can't run any tasks like msconfig. *sighs* I know all this is happening because of a gawdforsaken virus...

rundll32.exe is used by programs to run DLLs, so the issue may not be with rundll.exe at all. System restore would not be the solution in this case, as it seems WINRAR just isn't working (you may need to re-download it) however, you can also use 7Zip which does the same exact thing but is completely free.
