You can tweak any firewall to your liking. As for Avast, keep it. I've been using it for a while and it's great. I also don't download torrents or click on everything I see either though. But, for me, it's perfect. I use the stock Windows firewall, it is improved beyond anything anyone expected from Microsoft, and it works just fine. It NEVER bothers me at all, I almost forget it's there. You could try Online Armor for free firewall, I've heard nothing but good things about it.

As with any program, you're going to have to dig around a bit to turn off annoying things. Like the "tea timer" in Spybot, talk about annoying.

The firewall question has got very tough. If you want a strong as nails two way firewall, then you are going to get one that gives you pop-ups all the time. You could go to matousec's firewall challenge and look at his list. But all the ones that score high are HIPS firewall. Every single one, needs a users who knows what he is doing. If your protection is good, and you know what you are doing, then the windows firewall may be all that you need. In the last three years I've never had the need for a two way firewall. The firewall I like best is Norton's. The whitelist is huge and it almost never has to ask the users if a program is good or not. Kaspersky firewall is also very good, but it's going to pop-up asking you if it should allow or deny a program. But you have to pay for these and change your anti-virus software.

Comodo, online armor, and PC tools firewall all allow you to turn off the HIPS protection, You won't have a strong two way firewall but will have a good one way firewall with some two way protection. Here's a link that may help you.
