Bit difficult to answer because the question isn't totally clear.

First off the definition of Hacker you're using:

1. Hacker - "A person who enjoys exploring the details of programmable systems and stretching their capabilities, as opposed to most users, who prefer to learn only the minimum necessary." - The Jargon File.

2. Hacker - (Cracker) - A person who tries to gain unauthorized access to a computer (white, grey and black hats + script kiddies)

Most of the tools/languages/technologies could probably be used in some way by a cracker.

e.g. Dreamweaver could be used to create a Phishing website

With the databases you mention such as MySQL, Access etc. crackers would try to exploit vulnerabilities through SQL Injection or poor database configuration.

Any major programming language e.g. C, VIsual Basic, any language that can interact with the computers registry and read and write files etc. could be used to write a virus.

There are a few things on the list that I wouldn't think would be used but I'm not particularly knowledgeable at computer security. Graphic User Interface development, Rapid Prototyping, Visual SourceSafe, Object Oriented techniques and trouble free installations are all ways of doing things/ backing up code rather than a tool used by crackers.

Unfortunately computer security isn't really an area I know much about and because I've never bothered to write a virus I don't know much more about how each individual technology would be used.

Hacking most of the time includes any individual gaining access to your system remotely and manually cracking passwords to acquire access... Phishing on the other hand entails creating a website that appears legit.. (eg the Yahoo signal on screen, PalPal or bank Login display) and directing the user to it. As quickly because the person logs in, the info is captured and sent to the phisher
