Computer has some rights restricted. No administrator account on this pc?

I am working on a computer that has the control panel and the task manager disabled by the administrator. There is no administrator account showing, The pc logs in automatically to an account which I dont know if is limited or admin.

I am trying to regain control of this pc. It seems that a computer tech that came to my customers company before me made the changes.

No control panel showing on start menu
Cannot run msconfig
Task manager is also disabled

Any one can help me regain control?

Moreover the previous computer tech has remote acces to the pc but when I called he said that he needed to get paid even to just look at it.

It seems to me a case of holding on to a customer with tricky methods

What kind of computer is it? Is it a home edition or on a network?



If it's on a network, then you have group policies set to restrict this that only the domain level admin can remove.



If it's something like XP home, you need to reset the local admin password. The PC does have an admin account, every Windows PC has a local admin account. Google ways to reset the password, there are many.
