Don't know, and here's why - WinRAR is not the tool to use. 7zip is more efficient than WinRAR (well, okay, it's debatable but equal at least) and is FREE. It will open zip, RAR, and 7zip extensions.
Plus, you can encrypt using a variety of methods, including high-bit AES (which is effectively unbreakable, unless you use a weak password).
So forget WinRAR, use 7zip instead, and save yourself time, money, and headache.

Yes. There are ways to break into anything as long as a person has the proper tools, patience, and time.
