didn't make a system restore disk, ) :, tried running antivirus in safe mode, ? there are different safe modes, is this what I am doing wrong

Using a safe clean pc for this question, other is unplugged

The IT specialist where I work suggested using the Malwarebytes program when I had a problem a few months ago. It is free, and it does work well. (Someone else posted the link above.) I also like Avast!, another free antivirus program. Good luck!
