If I were to use Tor or another proxy service, and I login to a website and start using it, does the website that I login to see my IP/info or just the info for the proxy?

I agree with Gavin.
What many people blame on Tor is not in the Onion routing but with Firefox or Windows. The US government is finding and using exploits in Firefox and Windows to track people. They have been known to install malware on peoples machines.
The ONLY way to be as anonymous as you can is to NOT USE your everyday OS. So don't use the Tor bundle.
ONLY use Liberte Linux or TAILS booted from a usb.

If you use TOR, generally no.
If you use a proxy, it depends on the proxy. Some forward your IP address in the request headers and some don't.
But if you need to ask that question, I recommend that you do not rely on anything for your own safety.

Use a proxy chain. The proxy chain creates a list of proxies so that the website doesn't really know where/who you are. Try looking up how to create one.
Remember you will NEVER be 100% anonymous on the web. If they try hard enough they'll get your IP address. Even if you're using tor. That's why I use proxies from different countries to slow down the process which may take hours to get my IP address.

If you're gonna use TOR you should read up on some of it limitations and what it actually protects you from. There are certain things that can reveal your identity, So it isn't 100% safe.
But there's on thing you should do though and that is to disable JavaScript while browsing TOR, certain websites have honeypots installed that can compromise you.

Buy a good VPN
Whatever you do don't fall for the bogus review on the so called best vpn review sites. They are all scams where the best reviewed VPN's are the ones that pay the review site the most money. Even the customer reviews on these sites are phoney.
