I assume you mean the fake anti-virus and proper noun called Security Tool and not some generic (lower case) security tool?

AVG Free and Pro and Avast are both good antiviruses, monitoring him depending how you do it and where you live may or may not technically be illegal, so I will not tell you how to do that. In my opinion you should not even try because ALL (not most, ALL) blocking/monitoring softwares/dns services/monitoring boxes etc. do NOT work as advertised and are easily bypassed if the user is clever enough. So basically, AVG/Avast for security, and don't even try block unless you are counting on the user not being clever enough to bypass the block, and if you are sure it's legal where you live. As to blocking content that 'isnt beneficial', it isn't my job to tell you how to do things, but I think people have to find things out for themselves if they are mature enough (like 13-15+ depending on the person).

first of all keep in mind that things "detected" by security tool are not real. it reports all kinds of stuff to trick you into purchasing the fake program. here's how you can delete security tool: http://www.spywarevoid.com/remove-securitytool-security-tool-removal-help.html

Well it's definitly a rouge spyware/trojan program but don't panic yet. Just hit ctrl+alt+delete go into processes and right-click the process name and click end process tree. The second thing to do is download MalwareBytes then run a scan with it. Also run a scan with your anti-virus and make sure it's fully updated.
