An ACL (Access Control List) is assigned by a firewall. If you are the administrator of the computer, you will need to access your firewall (either software or in the router) and edit your access control list to remove the keywords that are assigned which block the sites. If you are not the administrator, get ahold of the admin and ask the admin if the sites can be allowed.

SYMPTOMS

When you try to view a Web site after you connect to your Internet service provider (ISP) by using a dial-up connection, you may receive the following error message:

403 Forbidden

You were denied access because:

Access denied by access control list.

However, you may still be able to send and receive e-mail messages, and you may still be able to access the Internet from any other user account on the computer.

CAUSE

This issue can occur if the connection for your ISP is damaged.

RESOLUTION

To resolve this issue, create a new connection to your ISP.

It could be the result of several possibilities including the site is being blocked by a security product, or, the site is being locked out by your system administrator.
