Theoretically no one. Still, if someone could see, he/she wouldn't see much. From what I know, TOR rises up to its reputation.

Certain tracker nodes that are spread out throughout the Tor network. Your VPN provider, and your ISP to some degree. While ISP's might not be able to see what exactly you are browsing, they still see the amount of data transferred. You can also try tracking the connections through the Tor network. Overall, not a lot of people, it requires specific conditions to achieve that.

The exit node (the last node you are connected to) would see where you were visiting, but not be able to tie it to you. The entry node (the first node you are connected to) would be able to see your IP address, but not where you are ultimately connecting to. The largest risk is that the entry and exit nodes may be operated by the same person, and be able to correlate the transfer of data to you.

Tor is just like any other browsing platform. In theory, Google Chrome Incognito history can still be accessed by Internet providers. Tor applies to the same rules, not like they care or will use it against you, just remember the risk. Know too that the Dark web is always free and legal to SURF NOT BUY WEED AND ORGANS!

Any VPN provider can, in theory, see everything you do over their link. They are providing the encryption between your PC and their servers, thus they can watch everything you do...
