Your computer is infected. You can either reinstall back to manufacture default setup or you can pay your local computer shop to remove the offensive programs. A professional that knows what he is doing can remove those programs in as little as a few minutes. I know people that fix several of these problems every week. Although some problems will take longer to fix depending on complexity and quantity of the problem(s).
After you have done that you should seriously look at the blunt force solution of keeping your system free such as DeepFreeze or Returnil. They erase all changes, good and bad to your system when you restart your computer. You just have to remember to turn off the protection to install updates once and a while. And turn if off when it will interfere with what you are doing.

Just reinstalling windows will probably not do the trick. The best solution would be to reformat your hard drive and then reinstall windows, but you should have it done by someone who knows what they are doing. Short of having a professional reformat your hard drive you can attempt to remove the spyware. I would recommend that you go through your computer thoroughly and delete any pornographic pictures, etc. especially in the "My Documents" folder. Remove any unwanted programs in add/remove programs. Be careful not to remove any necessary programs like system programs, drivers and programs that you really need. If your not sure don't remove it until you know what it is, you should look them up on the internet to find out what they are. Once you have removed all of the unwanted programs I would recommend that you follow the instructions here http://wiki.castlecops.com/Malware_Removal_and_Prevention:_Overview.
