Is there a way to log on to windows without a password, a boot disk, or recovery disk?
After I made changes to the settings I forgot to write them down.
Please help if you can.

Sorry, I just read the header. Press F8 repeatedly as the computer boots up. It will take you to the Windows advance boot menu. Boot up in safe mode. If you are not setup as the root "owner", this will allow you to login as administrator and change your password. Beware, if you use EFS, your files will no longer be accessible.

No, you would have to reformat.
