You'll probably need a USB jump drive or a CD burner and another computer with Internet access. You're going to need to download some programs to help you remove it, but obviously you're not going to be able to using this machine that's having the problems. SuperAntiSpyware and Spybot S&D should take care of it for you. Both are free adware removal programs that you can find easily with a search engine. Download, copy to problem machine using a USB drive or CD, install, and run them both. I have more info in my blog about removing spyware/adware if you're interested

Total Secure 2009 may have sent you the virus in the first place! Many people infect you with a virus just so that you will have to buy their program! It sounds as is they have made a change to your registry. Try a program called antivir_workstation_winu_en_hp

It is called Luke Firewalker once you install it. Tell it to delete all infected files and to make the same decision each time! You may have to reinstall some stuff, but it beats installing Windows if it works.

Try entering safe mode with networking(press f8 while booting and select that option)

Then download and scan with Malwarebytes AntiMalware

Another tool you can use is Smitfraudfix

When cleaning sometimes it is good to delete temp folders(use Ccleaner) disconnect the internet and disable system restore temporarily
