Today I was unable to get my yahoo mail app to open on my galaxy S4. A message would pop up saying to try again later. So I called yahoo mail tech support. They told me someone is monitoring my IP from Russia. In doing so they are blocking my access to my Yahoo app and could be watching my online transactions.
Ok I asked how to block it all this tech did was try to sell my software to block my IP. I cannot afford such a thing. So I asked if I get another phone would this stop? He said no my IP goes with me so they could still monitor my phone.
Please tell me I can just use my other phone and this will stop. And if it will only happen again, how do I prevent this? Hide my IP?

Yahoo customer service phone number - https://help.yahoo.com/kb/account/yahoo-support-number-sln27069.html

As the article above states If you see what someone claims is a Yahoo Customer Care phone number posted online, whether it's on Facebook, Twitter or another social media channel, a web forum, or on a help site that claims to provide Yahoo tech support, it's not Yahoo, and it's not a Yahoo phone number!

Support from Yahoo is always free. If you call what you think is a Yahoo customer service phone number and are asked for credit card, banking, or account login info, end the call immediately.

What this person you called said was bogus and was only a way to get you to buy whatever software they were trying to push.

That number you called is not Yahoo, they are scammers. Yahoo customer support is free and Yahoo does not have a phone number for customer support for free accounts. Your account has more than likely been hacked. You need to change your password immediately and the only way you can do that is to use Yahoo's Sign-in Helper. Now that will only work if you have your account recovery information up to date on your account, that is, if you have a valid mobile number and/or an alternate email address registered on your account for just situations like you are experiencing now. If Yahoo can send a key code to one of those options I just mentioned, then you should gain access to your account.
