PGP - Pretty Good Privacy - is a commercial application which you may purchase from Symantec (Not the original authors) at http://www.symantec.com/business/desktop-email for $115 - $150 depending on the product.
However, years ago, the PGP system was open sourced and now is available, for free, via various implementations of GPG (GNU Privacy Guard) and is for all an intents and purposes, the exact same thing (if not a less polished user interface).

Last I heard is PGP is now proprietary.

If you want to encrypt email, there is a Thunderbird plugin called Enigmail.
