It's a phishing attempt. It's sort of a category of spam.

They're trying to get you to give up your information as you attempt to get things "corrected." It's not Paypal. It's someone pretending to be Paypal.

They want you to fill out the form and submit it to them. Don't do it. It's when you do THAT that you actually get "hacked."

Anyway, you can report it by forwarding the email to spoof@paypal.com if you want. It's not for you to trace.

I suggest this service: http://phonedetectives.co - The best reverse cell phone lookup service.

It's a cheap service that works great! It could be used for a much deeper search. You can use it to get hold of different varieties of background reports, and in addition cell numbers, addresses and names.. you can get unlimited reports... I ran with this because I required to verify more numbers.

You can get the name, other phone number, address history, relatives, and much more about anyone! The completly free reverse phone lookup generally doesn't provide anything interesting. To get interesting information, money will must be paid. The free searches don't provide considerably more than what may be found through the phone directory or personal information and they simply require your email to send spam. The reverse phone detective search tool does work, but you should use just the service that I posted above. The last thing you want to do, is pay for a service and find the numbers you want to lookup are not available in their directory.

The service that I reccomend doesn't have any kind of problem , you won't get any bad surprise! Trust it!

Reverse Phone Lookup area gives you additional access to millions of public records, including:

+ Find out the source of a harassing ("prank") caller

+ Research a number that appeared on your phone bill

+ Locate an old friend from high school or college

+ Research "missed calls" on your caller ID that you don't recognize

+ Verify an address

+ And more...

I hope you have not submitted the "attached form" as the e-mail indicates. This is a phishing attempt to gain your PayPal information. Basically, they threaten that a new account is added, and ask that you fill out a "form" with your "original" information for you to "keep" it. In reality, all you are doing is giving them your actual account information.

If you have any questions about an item like this - go ahead and visit the REAL paypal site (paypal.com of course) and login, to see if any changes were made.

If you have already submitted the attached form in that e-mail, login to PayPal immediately and change your password, verify all of your information within the account (contact, etc.) and notify PayPal of the issue for any further assistance.

There's no way you can trace them. It's most likely a bunch of Nigerians sitting in a warehouse running a global scam organization. Look it up. It's very angering to be a victim of fraud. At least they caught it in time.

reverse phone number search compiles hundreds of millions of phone book records to help locate the owner's name, location, time zone, email and other public information.

Use a reverse phone lookup to:

Get the identity of an unknown caller.

Identify an area code.

Recall the name of a person whose number you wrote down.

Identify an unfamiliar phone number that shows up on your bill.

You answered your own question. Unless you can persuade the ISP to release details of subscribers using which IP at a particular time, but thats a job for the police/lawyers
