Have a security certificate but not have SSL Encryption? Because the websites that dont have SSL, what websites have identity information but is non-ssl and the entire website is verified (Https or not)?

Sure it's possible. The certificate enables SSL but the site manager can acquire a certificate and not implement SSL on the page. That would be the situation you're describing.

I don't think this is possible.



In order for a website to have identity information, it must have a valid security certificate from a leading CA (certificate authority). In order for the browser to get and verify the certificate, the HTTPS (secure) protocol must be used which by its very definition, must use encryption.
