download and run this small utility. It toggles enable/disable of regedit, msconfig etc

You either 1. thoguht you were an admin, but instead are a limited user (check in user accounts applet in control panel), or 2. you have a trojan virus that has gone in your registry and changed it to where you can not do anything that will threaten closing the virus and removing it. Msconfig will allow you to turn it off from startin up everytime Windows boots, regedit will allow you to remove the settings taht it put, and taskmanager is probably blocked too, so you cant end the process.. Try booting into safe mode and see if you can access any of that stuff..

Then the user you are on is not set-up as an admin. You net to log in your PC with an administrator account and set the user that you use with administrator privigaes

You have a virus. Probably a good idea to backup your stuff and re-format...
A virus and/or spyware has caused your ADMINISTRATION abilities to be LOCKED out from you...
This means you cannot install virus protection or spyware removal programs to attempt to remove the issue, IT will not allow you to at this point...
It will lock you out from REG EDIT as well so that you cannot attempt to undo the changes...
